8.1 The Tournament Committee shall inform by REGISTERED POST all clubs
eligible as per (03) above, the DATE, TIME and VENUE of the fixtures meeting
and the HOST CLUB, not less than 14 days before the scheduled date. Such
letters shall be addressed to the Cricket Secretary of the respective
club at the address given to the BCCSL before and shall be accepted as
evidence of receipt.
Tournament Committee may hand over such letters to a responsible Official
14 days prior to the scheduled date of the fixture meeting and obtain
signature for receipt. This too will be accepted as evidence of receipt.
8.2 It is mandatory, that an official representative of each club invited,
attend this all important fixtures meeting, as requested. Their presence
is absolutely vital, as dates, venues, pitches with respect to all matches
as well as many other important matters/ decisions, etc., shall be finalized
on this day, to ensure smooth functioning of the tournament.
8.3.1 Once participation has been confirmed by a club and match programs
finalised at the fixture meeting, withdrawal from the Tournament by any
club, shall result in an immediate inquiry and based on its outcome a
period of suspension varying from a minimum of one tournament to two seasons,
will be recommended to the Executive Committee by the Tournament Committee
8.3.2 All matches shall be played, only on grounds arranged and/or recommended
by the Tournament Committee.
8.4.1 All participating teams shall very strictly, adhere to the program,
of matches/ fixtures that shall be scheduled and finalized at this fixtures
meeting.
8.4.2 No postponements/ alterations shall be granted, except due to security
reasons and/or national crisis.
8.4.3 However, the Tournament Committee, if necessary, may postpone,
alter, re-schedule or cancel any Tournament/ Match(es) for valid and acceptable
reason(s), in the best interest of the game.
8.4.4. In instance of re-scheduling a match, the two teams with mutual
agreement will be permitted to finalise dates for the match within the
period specified by the Tournament Committee. If the two teams fail to
mutually agree on new dates, such postponed match has to be played on
the dates rescheduled by the Tournament Committee.
8.5.1. All Teams shall finalize the Venues, and Pitch for all their respective
matches at the fixtures meeting itself.
8.5.2. All matches in the Premier League Tournament and Premier Limited
Over Tournament shall be played only on Turf Pitches.
8.5.3. Clubs should endeavor to play as much as possible Sara Trophy
and Champions Trophy matches on Turf Pitches. Pitch confirmed for a match,
cannot be changed thereafter, even on mutual agreement.
8.5.4. The TC should within ten days after the fixture meeting forward
a fixture list with confirmed venues and the pitch.
8.5.5. A venue such confirmed for a match as above, shall not be changed
thereafter, even on mutual agreement.
8.6 However, the Tournament Committee may grant prior approval for a
request by the Host Club, to shift the venue but not the date nor the
type of pitch for a specific match for a very much valid reason acceptable
to the Tournament Committee. The Host Club concerned shall be responsible
to,
(i) Forward a formal request in writing, at the first possible opportunity
of knowing such situation and the need, with supporting evidence to substantiate
the cause and their proposal, to reach the Tournament Committee, not later
than FIVE (05) DAYS prior to the scheduled date of the match concerned.
(ii) Follow-up matters with the Tournament committee and receive their
approval, not later than THREE (3) DAYS before the scheduled start of
that match.
(iii) Thereafter, contact the opponents immediately and ensure all details
are informed to a responsible official of that club.( The Secretary of
the Tournament Committee shall also follow-up and attend to same).
(iv) Failures to adhere strictly to (8.6) (1), (ii) and (iii) shall result
that match being declared. "Null and Void" and immediate suspension
of the offending Club.
8.7 In the event of any Host Club is unable to finalize and confirm the
venue and/or the Pitch for any match at the fixtures meeting itself, as
per (8.5.1) above, the opponent shall be given the option of confirming
a Venue/Pitch, for this match on the scheduled date itself as per (8.8)
here below and thereafter. hosting that match accordingly. However if
the opponent has not agreed/accepted to host the match, it is the responsibility
of the host club nominated by the Tournament Committee to confirm a venue
as per 8.8.1, 8.8.2., and 8.8.3 within seven days from the date of fixture
meeting.
8.8. The opponents if agreed and accepted to host then, as per (8.7)
above, shall confirm the Venue/ Pitch within Seven Days (07) from the
date of the fixtures meeting, as follows:
8.8.1 All such relevant details, either must be FAXED OR FORWARDED BY
RIEGISTERED POST to reach the Secretary of the Tournament Committee as
above or must be hand delivered to the Administrative Secretary of the
BCCSL or his nominee, ensuring the immediate receipt of acknowledgement
of same.
8.8.2 They must be forwarded as per (8.8. 1) above, on an official letterhead
of the Club, duly certified by the Cricket Secretary or Captain of the
Team.
8.8.3 Forward immediately by registered post/fax, a copy of (8.8.1) above,
to the Cricket Secretary of the other club.
8.9 If no official represents a Club at the fixtures meeting for whatever
reason and thereby fails to comply strictly with (8.5.1), it shall result
in the option being immediately given to the opponents, to host all their
matches, as per (8.7) and (8.8) above.
8.10 Failure to adhere strictly to (8.5. 1) above by two or more Clubs
in the same Group, shall result in the option being given to the Club/Clubs
that would,
8.10.1. Within two (02) days of the date of the fixtures meeting, make
contact with the Tournament Committee and forward very valid reasons that
are acceptable, for not being able to honour the above Rule (8.5).
8.10.2. The basis here shall be, "First to meet (8. 1 0 and 8. 1
0. 1) requirements, and to be given the option as per (8.8).
8.11.1 Any such Club that does not follow rules 8. 1 0 above, shall be
considered and dealt with as having "Withdrawn from the Tournament
by default" and the fixtures/match programmes shall be finalized
accordingly, on the third day after the date of the above fixture meeting
itself.
8.11.2. This shall result in an immediate inquiry and based on its outcome,
a period of suspension varying from a minimum of I year up to a maximum
of 2 seasons commencing from the next season, will be recommended to the
Executive Committee by the Tournament Committee.
8.12. Host when nominated by the Tournament Committee or the opponent
if and when accepted to host a match ( as per 8.8.) fails to host a match
as per scheduled fixture list
an immediate inquiry will be held. Based on its outcome shall result in
the match being
declared "Null and Void". The Tournament Committee may also
recommend to the
Executive Committee suspension of the offending club for a period varying
from one
tournament to a maximum of 2 seasons (inclusive of the current tournament)
8.13. Host Clubs shall make every effort to possess adequate and appropriate
covers for the Pitch, immediate surrounding areas and the Bowlers run-ups
as per Playing Condition (I 3) of PART-B
8.14 Clubs already in possession of covers as (8.13) above,
8.14.1. Shallconfirmtheiravailabilityforailhostmatches,atthefixturesmeeting,and
8.14.2 Ensure their appropriate and effective use, at all host matches
in this Tournament.
8.14.3 The Umpires shall indicate in their report, any adverse state
or any ineffective use of the Covers, as per the Playing Condition (13)
of Part- B
8.15 The Host club shall be solely responsible for,
8.15.1 Availability of the venue as well as the Pitch, for all their
respective home matches on the specified date and time, scheduled at the
fixture meeting.
