10.1 Two, Three or Four day Matches
Basis of imposing Penalty Points for two day and three-day matches shall
be as follows:
10.1.1 SLOWER OVER RATE
10.1.1.1 The number of overs that has been bowled during each innings,
shall be assessed, on average rate of 16 overs per hour which is equivalent
to one (1) over per every three and three quarter (3.75) minutes of total
playing time, subject to the following deductions in arriving at the actual
playing time.
(i) For every wicket taken =Two (2) minutes
(ii) For every drinks break =Four (4) minutes
(iii) For a player leaving the field due =The Umpires Shall record the
actual total
time lost and then inform both scorers
accordingly.
(iii) For a player leaving the field due
to serious injury and/or where
treatment by authorised personnel
is required on the ground itself for
Serious injuries.
(iv) For stoppages of play due to =Same as in (iii) above
Security Reasons/Helicopter
Landings etc.,
10.1.1.2 The Umpires shall review with both Scorers, the actual playing
time arrived at in (a) above, if they are of the opinion that the events
beyond the control of the fielding side has contributed for that team
from bowling the required number (target) of overs.
EXAMIPLE: Time wasting by the Batting Side _(Law 42. 1 0(c)
10.1.1.3 Number of overs that should have been bowled during each Innings,
called " The Target Number" shall be calculated at the end of
each Innings separately, as per (a) &
(b) above.
10.1.1.4 If the actual number of overs bowled during each innings, fall
short of the Target Number as per (c) above, following penalty shall be
imposed in determining the total points gained by the Club in that match,
as per I 1. I (a) here below.
(i) One Over Short 0. 05 points
(ii) Two Overs Short 0.10 points
(iii) Three Overs Short 0. 15 points
(iv) Four Overs Short 0.20points
(-vg Hereafter, for every additional Over under-bowled, 0. I point
per over up to 8 overs short (8 overs short = 0.6points)
(v) Thereafter for every additional Over under-bowled, 0. 2 point per
such over will be added to (iii) above.
10.1.1.5 If a Batting Side, in the opinion of the Umpires, (Fielding side
Captain may point out such) has contributed for a loss of time and thus
towards the slowing down of the overrate for an Innings, the Batting side
shall be penalised at the same rate as in (d) above, for the actual time
lost that they are responsible for.
10.1.2. Non Receipt of Score sheets/Other Reports on Time
A penalty as follows, shall be imposed immediately on any club that violates
the Tournament Committee Conditions (12.1), (12.5) and/ or (12.6)
(a) Forwarding incomplete Score-sheets (I 2. 1) 0.5 point per match
(b) Non forwarding of Score Sheets -as per ( 1 2.5) As per (12.6) within
05 working days on
completion of each match I point per match
(c) Non forwarding of Captains Reports as per (12.5) As per (12.6) within
05 working days on
completion of each match I point per match
(d) Non-forwarding of (B & C) above, even within 08 working days
on completion
Of each match = further 05 more point to (b & c)
= Total of 06 points/match
10.2. Penalty Points for Limited Over
10.2.1 Penalty for Slow Over Rate
It is the responsibility of the Officiating Umpires to enforce penalty
overs as per prevailing playing conditions.
10.2.2 NON RECEIPT OF SCORE SHEETS/OTHER REPORTS ON TIME
A penalty as follows, shall be imposed immediately on any club that violates
the Tournament Committee Conditions (12.5) and/ or (12.6)

10.3 PLAYERS
(a) (i) Law (1.1) & (1.2) except Law (1) Note (a), shall be strictly
observed.
Both Captains shall declare their full team as per (10.3(b)(i) in writing
on official club letter head, certified by signing & exchanged prior
to the tossing. If the eligibility of any player is in doubt, opposing
Captain has the right to request to declare valid identity of such player(s).
(ii) The signature of one of the Umpires should be obtained prior to
handing over of the team lists to the opposing Captain. The opposing captain
should also ensure that an umpire has signed the team lists prior to the
tossing.
(b) In addition, the following shall also apply and observed very strictly.
(i) The first name and the surname of all the I I players nominated by
the Captain to play, as per Law (1.2), shall be entered in the Score-Sheets
and Score Books.
(ii) All Teams participating shall have, if Batting or Fielding, at the
start of
the match itself & continuously thereafter, minimum of Nine (9 players
ready to play, on each day of the match, certified by the ' ) Captains
as per (10.3(b)(i) above. If not, this will be construed as "Late
arrival of the Team concerned".
(iii) (a) No match shall start/ re-start, without meeting strictly (10.3(b)(ii)
(b) Thereafter, (10.3(b)(iii) above shall apply, but (10.3(b)(iv) shall
stand.
(iv) (a) The Captain of the opposing team and/ or the Umpires, MUST
report such breach of clause (10.3(b)(i), to the Secretaries of the Tournament
Committee and the Umpires Committee, to reach them not later than two
(02) working days after the conclusion of that particular day's play,
of the match, for appropriate action.
(b) The Tournament Committee shall immediately proceed with
appropriate inquiry/investigation and action as per I 0. 3 (b)(i v)(c)
(c Failure to comply strictly with (10.3(b)(ii ), shall result in immediate
penalisation of the Team concerned, with 04 points per each day of such
breach (late arrival).
(v) Even after 60 minutes of the starting time, if a team still fails
to comply strictly with (I 0.3(b)(ii
(a) (I 0.3(b)(Iv)(a) shall be followed
(b) The Tournament Committee shall immediately proceed with appropriate
inquiry/ investigation and shall recommend to the Executive Committee
"Immediate Suspension of that Team from that particular tournament
in progress".
(c). The team shall also be liable for further disciplinary action initiated
as per (PART-A, Rule (14) and PART-C Rule (02)
(d) Violation of this shall result in imposing of 04 penalty points/day
subject to inquiry.
(c). (i) If a team refuses to commence a match at any time without the
consent of the umpires, it will be considered as a violation of
tournament rules, An immediate inquiry will be held. Based on
its outcome the Tournament Committee will recommend to the
Executive Committee, immediate suspension of the club, for a
period one match up to two seasons.
(i i) If Umpires agreed to, or decided to stop a match without
completion, due to a refusal by one or both Clubs to continue
the match, except for weather, the two Captains, prior to
leaving the venue, should obtain a written confirmation signed
by the two umpires.
10.4 Imposing of Penalty Points
Penalty Points as (I 0. 1), (I 0.2) and (I 0.3) above, shall be determined
and imposed by the Tournament Committee on a club guilty of, simultaneously,
on computation of the points scored (9.1) and the bonus points gained
(9.2) by them in finalising the Nett Total Points, with respect to each
match completed.
10.5 Violation of Tournament Rules
Any Club and/or any individual player, if found guilty of violating any
of the following Tournament Conditions in particular, at any time, shall
have up to a maximum of 17 points scored and gained by that Club in the
respective match(es) concerned forfeited immediately and in addition,
dealt appropriately, as per the Regulation (14) below:
(a) Eligibility/qualification of players - Condition (04)
(b) Registration of Players - Condition (05)
(c) Transfer of Clubs/Players - Condition (06)
(d) Relegation of Players - Condition (07)
(e) Fixtures/Venues /Pitches - Condition (08)
(f) Players - Condition (I 0.3)
In the event of the Executive Committee deciding to suspend a club from
a tournament and if the club has not completed the matches of the particular
round of the said tournament at the time of the suspension the points
scored against the club will be considered "Null and Void".
This will not apply if the club has completed the matches of the particular
round of the tournament at the time of the suspension.
