13.1 Should any Club and/or player wishes to lodge a protest on any matter
pertaining to any match, such as differences of opinion between Captains
and/or Umpires with respect to interpretation of the Tournament Rules
and Regulations, Playing Conditions & Applicable Laws of the game
etc.,
Either
(a) Before a day's play comi-nences and/or
(b) When a day's play is in progress, and/or
(c) Immediately after the close of a day's play. The following procedure
as per (I 3.2) to (I 3.7) shall apply.
13.2 For whatever the reason may be and under any circumstances, the match
concerned shall be started/ re-started/continued. The Umpires must ensure
this, even with any delay, reminding of Law 21.3, if needed.
13.3 Protests shall be made clearly in TRIPLICATE, not later than 20
minutes after the close of a day's play and forwarded as per (13.4).
13.4 (a) A copy shall then be handed over immediately to the Umpires.
(b) One copy then should also be handed over to the Captain of the opposite
side or in his absence to the Vice Captain or the Cricket Secretary, as
soon as possible.
(c). The original shall then be forwarded, either to the Secretary of
the Tournament Committee, to reach him not later than two (02) working
days after the conclusion of the match or to the Administration Secretary
of the BCCSL or his nominee under acknowledgement, not later than the
time period specified above.
(d). A fee of Rupees One Thousand Five Hundred (Rs. 1,000/-) shall be
accompanied with each protest, under (c) above.
(e) No protest shall be entertained, unless accompanied by the fee specified
in (d) above. It shall be refunded, only if the Protest is upheld.
13.5 (a) The Umpires also, shal I submit a joint report and the copy
of the protest received
by them in (13.4(a) above to the Secretary of the Umpires Committee of
the
BCCSL with a copy of their report to the Secretary of the Tournament
Committee to reach them not later than two (02) working days after the
conclusion of the match.
(b In the event of any breach of any Regulation and/or Playing Condition
by any
Club and/or any player, the Umpires even in the absence of any protest
by the
Opposite Club shall followl3.5 (a) above.
13.6 If the Protest deals with any Technical Matter:
(a) The Tournament Committee shall immediately proceed with appropriate
inquiry/ investigation.
(b) They shall then recommend the decision(s) taken to the Executive
Committee of the BCCSL for taking the appropriate action.
(c) Any decision(s) thus arrived at by the Tournament Committee, shall
be final and binding.
13.7 If the Protest deals with any disciplinary matter:
(a) The Tournament Committee shall immediately forward all reports to
the Disciplinary Committee of the BCCSL, through the Hony. Secretary or
in his absence through the Hony. Assistant Secretary for the necessary
inquiry, investigation and appropriate course of action as per Rule (30)
of the Constitution of the BCCSL.
(b) The Tournament Committee, if necessary, may also forward through
the Hony. Secretary/Asst. Secretary, their recommendations to the Disciplinary
Committee, perhaps for further action.
