Tournament Conduct Rules

  1. Format
    1. League cum knock out basis
    2. Teams to play each other once in the league phase
    3. Top four teams in the league phase will qualify for the semi-finals
    4. No. 1 team will play the No.4 team while the No.2 team will play the No.3 team in the semi-finals

  2. Dates
    1. League phase 17th to 24th November, 1998
    2. The 20th of November is a rest day
    3. Semi-finals on the 26th of November, 1998
    4. The 25th and 27th will be rest days
    5. Finals will be on the 28th of November, 1998

  3. Participating teams
    1. Total teams seven
    2. Australia, England, New Zealand, South Africa, Sri Lanka, Pakistan and India

  4. Match Duration
    1. Matches will be of one innings a side
    2. Declaration of innings not permitted
    3. Each innings shall be of 40 (6 ball) overs a side or 170 minutes (inclusive of 10 minutes drinks interval) which ever is earlier
    4. If the team bowling first fails to complete its quota of overs, then when they come into bat they too will face the same number of overs they had bowled
    5. For a match to be valid it will have to be a minimum of 15 overs a side.

  5. Rescheduling of Matches
    1. If there is a loss in playing time on account of a delayed start or an unforseen interruption in play, the umpires can reschedule the match both in terms of the total number of overs per innings and the time frame.
    2. Calculation for any rescheduling of matches will be based on 15 overs per hour.
    3. While rescheduling a matchg the umpires must ensure that the maximum number of overs possible must be accommodated.
    4. While rescheduling a match the umpires must specify the revised number of overs and the revised time frame
    5. While rescheduling the match the umpires must ensure that the rescheduled match does not end earlier than the original closing time
    6. If the start of the match is delayed up to two hours, the umpires can reduce the lunch break to a maximum of 20 minutes. If the start of the match is delayed by more than two hours then the lunch break can be reduced by a maximum of 30 minutes.

  6. Playing Time
    1. 0930 hours to 1220 hours morning session
    2. 1220 hours to 1300 hours lunch break
    3. 1300 hours to the end of play
    4. Each innings will have a 10 minute drinks break after every 20 overs.
    5. Official time for closing of match is 1550 hours, however the match will carry on till the fielding side has completed bowling the stipulated number of overs.
    6. The innings of the team batting second shall not commence before the scheduled/rescheduled time for commencement of second session unless the team batting first has completed their innings atleast 40 minutes prior to the lunch time in which caseg a 10 minute break will be given and the team batting second shall commence their innings.

  7. Arrival at the Grounds
    • The teams must reach the ground by 0815 hours.

  8. The Playing XI
      The playing XI must be submitted to the Match Referee atleast 15 minutes before the toss.

  9. The Toss
      The toss will take place at 0900 hours or half an hour before the start of play.

  10. Dress Code
    1. All teams will wear the uniforms and colours specified by the hosts/organisers of the tournament
    2. If a team would like to display a sponsor's logo the prior consent of the host organisers must be sought
    3. Liquor and tobacco advertising are banned in Delhi

  11. Match Officials
      The host organising committee shall appoint the umpires, scorers and Match Referees for all the matches of the World Cup from the list of eligible umpires and scorers. All matches will be officiated by neutral umpires.

  12. Protests
    1. Only protests related to medical category are allowed.
    2. To be made to the Match Referee
    3. Within 15 minutes of the completion of the match
    4. In the prescribed form along with a protest fee of Indian Rs.5,000/- payable at the time of lodging the protest.
    5. Protest fee is non-refundable

  13. Jury of Appeal
    1. All protests shall be attended to and decided by the jury
    2. Its decision shall be final
    3. Organisers are not bound to give any reason for the same
    4. Its composition shall be decided by the host organising committee
    5. It shall be assisted by a panel of doctors from Delhi to be arranged by the host organisers

  14. Points for the League Matches
    1. For a win 2 points will be awarded
    2. For a loss no points would be awarded
    3. For a tie 1 point would be awarded to each team
    4. An abandoned match both the teams get a point each

  15. A Tied Match
      A match would be declared as tied if the scores of the two teams are level at the end of the match irrespective of the number of wickets lost or number of overs bowled.

  16. Points Tied at the end of League Programme
    1. The team that won when the two teams had played each other during the league phase will be ranked higher
    2. If the said match was a tie or abandoned, then overall run rate of the two teams in the tournament will be calculated. The team with the better run rate will be ranked higher
    3. If the tie is still unresolved, then the team losing fewer wickets in the league phase will be ranked higher
    4. If the tie continues to be unresolvedg then the average of the teams highest and the lowest scores made in the league phase will be compared. The team with the higher average will be ranked higher
    5. At this stage if the tie is still unresolved, then the toss of the coin will determine the team ranked higher

  17. Interruption After Start of the Match
    1. For a match to be valid tie will have to be a minimum of 15 overs a side
    2. If the team batting first has completed its innings and the match has to be stopped while the second team is still batting, then the match will be valid only if the second team has batted for atleast 15 overs.
    3. The comparative scores of both the teams till the stage the team batting second has played will be considered. The team with the better score will be the winner. If the scores are level then the match shall be declared as a tie

  18. Tie in the Semi Finals
    1. The team that has lost fewer wickets at the end of the match will be the winner
    2. If the tie is not resolved then the scores at the end of 30 overs will be compared The team with the higher score will be the winner.
    3. If the tie is still unresolved then the team that has lost fewer wickets at that stage will be the winner.
    4. If the tie continues to be unresolved then the above sequence will be repeated at the 20 over stage. And the winner will be decided accordingly.
    5. If the tie is still not resolvedg then the toss of the coin will determine the winner
    6. In the case of an interrupted match Rule 17 will apply . If the scores are level then the team that has lost fewer wickets shall qualify for the finals. If the wickets lost are also the same, then the toss of the coin shall decide the winner.
    7. In the event of the semi-finals being abandoned, the toss of the coin will determine the team to qualify for the finals

  19. Tie in the Finals
      To be declared joint winners For interrupted match Rule 17 to be applied

  20. General
    1. No bowler will bowl more than 1/5th of the total number of overs in the innings
    2. Where the total number of overs in an innings is not divisible by 5 then the maximum number of overs than can be bowled by a bowler is determined by dividing the total number of overs by 5 and adding one over to bowlers quota to make up the remainder overs. For example if the total number of overs is37, then two bowlers can bowl a maximum of 8 overs while the others can bowl a maxim8m of 7 overs.
    3. In the event of a bowler being unable to complete an over, the remaining balls will be bowled by another bowler of the same vision category. The shared over will be counted as one over in the quota of each of the two bowlers.
    4. All other aspects of the World cup matches not covered in the specific rules above will be governed by the existing set of International Rules as applicable to the game of cricket for the blind.
    5. Decision of the umpire and Match Referee on any cricket related matter of any match during the World Cup shall be final and binding on the teams. Organisers are not bound to give reasons for the same.
    6. A player may be given a drink either on the boundary line or at the fall of a wicket on the field provided that no time is lost/wasted. No other drink shall be taken onto the field without the permission of the umpire.
    7. The pitch shall be covered every day to protect it against overnight dew.
    8. Pitch shall also be covered during the match interruptions due to bad weather.
    9. Match Referee during the world cup shall be only International level umpires and from the host country
